      Further evidence that truth is stranger than fiction:
      Injun Andy - the Indiana State Fair mascot who aroused the wrath of some American Indian groups for his less-than-sophisticated characteristics in a series of pre-fair radio blurbs - this week won a national award for his appearance on fair-promoting billboards.
      Walter Barbour, president of the State Fair board of directors, said an Injun Andy billboard which urged Hoosiers to "bring the whole tribe" to the 1981 fair has been named winner of the Naegele Outdoor Advertising Creative Award.
      The award is given each month to recognize the most appealing billboard in Naegele's business area, which includes 12 states scattered from coast to coast.
